According to police reports, 18-year-old Bryce Romano was operating a motor vehicle near Franklin and Laguna boulevards that was stopped for a vehicle code violation. Upon contact officers detected the smell of marijuana coming from inside the vehicle and discovered that the passenger, 18-year-old Loay Rayyan was on probation.
A narcotics search of the vehicle was conducted by a K9 unit that led to the discovery of illegal narcotics that was recovered by the officers. Both suspects were arrested and transferred to the county jail.
