EGPD Officer Uses Taser After Traffic Stop

A Sacramento man who was stopped for illegally using a cell phone while driving was tasered after officers believed he was going to use a concealed weapon.

According to Elk Grove Police, 51-year-old Johnny Foster was operating a motor vehicle and was observed talking on a cell phone.When officers attempted to stop Foster, he drove a half-mile (obeying the rules of the road) before stopping his vehicle in the parking lot of a gas station.

When Foster stopped his vehicle, he quickly exited via the driver’s side door and did not follow officer’s instructions to stay in the vehicle. When Foster exited the vehicle, the officers observed a bulge in his waistband and instructed him to put his hands in the air.

Foster reportedly did not follow instructions and took a step towards the officers and began reaching towards his waistband. Believing that Foster was attempting to arm himself with a concealed weapon, an officer deployed a taser.

Foster was taken into custody after the taser deployment. Upon contact, the suspect displayed objective signs of impairment. Foster was arrested then transported to the main jail.

What this guy did was dumb, but I did notice that the speed traps were out in full force today. Saw someone pulled over every quarter mile on the way into work today. Things like these speed trap days can make someone go crazy I guess.

All eg police are interested in is raising revenue for the city. If they really wanted to make things safer they would patrol eg high school in the morning before school
